No, as public humiliation will not change another person in any positive or meaningful way!.

However, making the public aware of the anti-social actions of individuals is a good idea!.

If a person new and realized that virtually everyone would know of his or her actions and would praise the good and be aware of the less than beneficial, each might think more carefully prior to acting!.

Natural consequences can also be a good teacher of appropriate and accepted social behaviors, mores and ethos!.

Many societies and cultures appear to have become much less civil in the manner and ways that individuals treat one another as laws have been put in place to do away with the natural consequences of ones self chosen actions of which Western society is a prime example!.Www@QuestionHome@Com

I gather by your name and this question that You are in the lifestyle!. So why would you bring it into this public a forum!? In the lifestyle humiliation is part of it!. But public punishment for the 'nilla world!? For what!? Certainly not as a form of capital punishment!. What would You use humiliation as a punishment for!? I don't even like it within the lifestyle!. My Dom doesn't know it, but nothing, absolutely nothing, would be a worse punishment to me than corner time!.
