Working for the government, you are working for your country!. They expect loyalty so they have oaths and nondisclosure agreements!. They also have the legal system behind them!.

Private industry cannot require loyalty oaths although many have nondisclosure agreements in their employment contracts!. They can use those to get the legal system behind them!. However, private companies tend to pay the people who actually know what's going on far better than those who don't AND private industry almost always pays better than a comparable job in government!.
