Very remote chance! Quality factors are, or should be, like non-return valves in a fluid duct system: there should be no question of decline, or a return, after the point of perfection! Absolutely one-way traffic!Www@QuestionHome@Com

You are speaking from a realm of imaginary construct when the question is one of practicality!. No process will ever achieve perfection!. The best we can do is target a certain beta risk of off quality material input and alpha risk of process work to achieve and reduce the value of output alpha as much as possible!. If all of nature and the universe suddenly changed and perfection were possible, then reduction in quality is not possible because perfection comes from perfect process and material and perfect process and material is perfection!.
