It is Ayn Rand's concept of the consciousness possessed by animals lower than man!. Locke said "Brutes abstract not," meaning they do not find universals in particulars, and therefore cannot build up their sentience!. Because they cannot build it up into long range conceptual patterns, it remains "range of the moment!."
