I believe that 'to live is to die' and 'dying to live' are completely different thoughts all together!.

"To Live Is to Die" is a mostly instrumental composition by thrash metal band Metallica!. It means that everyone who lives is to die!.!.

'Dying to live' would, however, be referring to an individual who would do anything to feel alive in the sense of regaining a better sense of living in life!.

However, let's give it a try: Yes, we begin to die the moment we're born; it's simply part of the overall process!. In a sense, I am "dying to live (or continue living)" because I enjoy life so much!. This is in the same sense as saying, "I'm dying to try it!"
