Anywhere hair is naturally-occurring exists there for unmitigated reasoning that only the body, in its native wisdom, knows for sure!. Hair and hairs have specific purpose: one of course is for purpose of filtering; another, for environmental cover against surges of weather distempers; another, for that of electric-sensory, for feel, for direction; and still another, for auditory purposes!.
