Now with your permission let me say that 'whosoever' is trying to learn whatever with another's feathers will be able to do so after a successful 'surgery'!.!.!.!.like say, a feather-transplant (!?)!.

If the bird is a well bodied-able bird then most likely yes!. Considering they have interest in thieving the feathers, a desire and action should become a result!. It all depends what the "feathers" are as well; an illiterate man steals books probably not going to learn unless assisted by a literate man!. Each pair of wings is different!. Some fit well, some others should be longer, others thicker, others lighter!.!.!.!. It depends on the bird species!!!

It's a longshot!. You don't learn to fly by taking another's feathers!. You need to create workable wings and figure out how to operate them properly in order to successfully navigate the airwaves!.
