Powerful dictators and rogue armies will always exist!. They don't give 2 cahoots for your peace!. So it is just a fantasy!. Look at Hamas, for one example!. They are the duly elected majority party in the West Bank, but they are the terrorists!. So even a duly elected Hitler or Mussolini or Hugo Chavez can stop the cogs of your peace!.Www@QuestionHome@Com
