Well he does! He just doesn't love you enough to respect your boundaries!. If you want to keep him then know now that this is one of the terms of his relationships!. You aren't going to change him and he isn't going to change for you!. The boy has already done it and he going to do it again, and as long as you let him then the relationship you have will remain the same!.
