Why would the key people have been unable to prevent the contract being amended !?

Slippage is all too convenient don't you think!? It was surely more than personality issues and grandstanding!. Is it too simple to suggest that political pressure was applied and overrode all intelligent checks and balances!? Is it too simple to suggest that in 1991 there was a complete refusal to listen to reason whatever the motivations!? Can we believe that the political entities were not (and still are not) simply obeying their masters in at least two global corporations!? I find it impossible to believe that those who made the decisions and the recommendations did not have the management ability to assess the information from the team assembled!.
Unfortunately in all matters of this kind justice is never served while 'teacher's pets' are protected and the wrong parties are villified and an apathetic public allow the ones who are there to Serve them to sweep the whole mess under an already bulging floor rug!.

I don't know if this is fiction or non-fiction, if it happend in a story or happened in real life!. But, if you have an issue with this then you should be contacting the Australian Government of Defence!.
The contract was probably amended to make copy of the fact there would be delivery in two stages!. It could also affect their budget in a positive way if payment stretched over two budget years!.
