well that's an interesting question, and one that I've never thought of, but to answer it!.!.!.!. I have to say that the heart and soul are completely intertwined and that one cannot exist without the other!. Now, between them and the mind, I think that the mind is closer, and the reason being the fact that people change their minds all the time, and philosophies evolve!. If you think about it, we learn to understand our hearts and souls as we mature, and I believe that there is no such thing as people being born 'evil', and so some learn more than others in a lifetime!.
That's not to say that wisdom is in the mind too, strength in philosophy requires wisdom, and that is entirely based on the understanding of the heart!.
