reasoning and logic, because he will be able to adapt to strategies the other employs with no end, though the one with a library of tactics is limited to his library, so there will be eventually some tactics he cannot defend against!.

basically one can only learn tactics that already exist whereas the other will invent new ones, therefore always being one step ahead of the other!.Www@QuestionHome@Com

The second person has more flexibility, and is better able to chose and develop any of his basic strategies and tactics because of his reasoning and logical skills, while the first will be locked into a strategy, while learning another!.

That would not be a winning battle for either general!. I do not believer that all things are ever equal in war though!. If you read the Art of War, it goes into amazing detail on such matters!.
