i don't think there is really a who, but more like the rules based on the best knowledge about the consequences of actions!.

therefore i guess if i had to put a who, i would put in a plural, those who know most about most things, those who can predict the outcomes of events the best!.

There is no absolute rule that dominates mankind!. Each of us has its own mind to follow!. We cannot dictate upon people what the best rule to foolow because humans has reasons to choose the best for him!. The Golden Rule for me may be the best to follow and should prevail!.
