It would have to be like a universal lobotomy in which human emotion was neutralized!. So long as greed, lust for power, racial hatred, vengence and a myriad of other characteristics common to mankind exist, there will be bullying, stealing, and maybe war!.
The presense in the world of a single benevolent power such as the U!. S!. can have a calming effect on would-be bullies and tyrants!. However, as we have seen, a single bad leader, such as G!. Bush, can err badly with miscalculations that certainly put in qustion our ability to successfully be the police force of the world!.
Until the world's many nations of divergent peoples can distinguish between statesmen and tyrants to manage their governments, I've afraid the answer to your question is, "at some time in the distant future when, as a world of scholars, we are wiser and more analytical than we are now!."
