Incompetence to do the job, intolerance of diversity, greed and luxurious lifestyle, living a debased life that the ordinary people cannot tolerate, empire too large and unwieldy/army spread too thin, and insufficient tax base to fund basic public services combine to cause dissent and dissatisfaction which lead to factions!. Factions work to undermine the standing government, even to the extent of working with enemies at outlying borders to overthrow the ruling elite!. Once the empire is weaken through these combined problems beyond its ability to defend itself from all the dissatisfied and violent groups, it falls!.Www@QuestionHome@Com

I think breakdown of administration due to apathy or inefficiency can be one of the prime reasons!. Another important reason could be the failure of economy!. The third one that finds more mention in history books is external invasion!.Www@QuestionHome@Com
