BRUTALITY still exists-----I'm not sure whether it's POLICE BRUTALITY or not!. Please before asking this question, be sure whether it was POLICE behind the brutality or the ORDER from the Authorities! So far I know, POLICE are to keep peace, discipline in the society or country----how they could be BRUTAL!? They might go for action brutally to capture a notorious criminal, that's another issue!. I guess, you meant the so-called POLICE BRUTALITY you use to watch in the media, are the ultimate ORDERS from the higher authorities!. Here POLICE are undone----they just carry out orders, they bound to obey!.Www@QuestionHome@Com

Police is also human!. Your own persons are working there!. They are supposed to carry out the order of their authority but sometime they act for the own/group interest and sometime follow the insinuation of opportunist/s!.Www@QuestionHome@Com
