Yes because fear paralyzes human beings and make them unable to act appropriately!. You can cause panic and for unreasonable unjustified reasons, in a country and then you can easily get advantage of this state!.
A simple example, in an elevator when it stops functioning, if you panic (though you will be saved after all) you will consume more oxygen from the air and some people even die because of fear!.

I think so!. When you watch a scary movie, what makes it suspenseful!? Why do you dread to see what's around the corner, even if you know it can't hurt you!? I think it's because, basically, you're afraid of being scared!. After it's over, of course, you liked it because it wasn't real and it was thrilling!. That's me, anyway!.
