No, it has ink on it!. It has fibers and cells and microscopic beings filling its every pore!. How could it possibly be blank (using the common assumption attributing "blank" to "nothingness!.")Www@QuestionHome@Com

No more than a blue sheet of paper can be blank!. It might not have anything printed on it but it has dye on or in it depending if it's colored on both sides or not!.

Well, there is different colored paper but even still either white or red could look bland but have particles of dust on it!.

Stare at a bright light and look at the red paper!. See a white dot!? Is it on the paper or in your head!?

You could also print something on red paper with the identical shade of red and it would appear blank but not be!.Www@QuestionHome@Com

yes, since blank in the context of a sheet of paper is the absence of something other than the sheet as it was originally produced!. Since the red would be a dye, just like the white would be on a more typical sheet of paper, the sheet is blank!.

If you had a white sheet of paper, that someone had painted red with paint, it might not be blank, unless you decide that blank means something else!.
