No because there is only actions!. Justice is based on belief that is subjective there is no ultimate force that decides whats right and whats wrong!. whats wrong for one person may be right for another there is no center point in which to compare it to!. there are common beliefs among certain groups of people but that doesn't make them "right" there is no such thing as a "right" or "wrong" action but every action has a reaction!.Www@QuestionHome@Com

Justise exist only if people are willing to uphold justise!.

My neighbouring country have a police force that are so bad that many criminals are not afraid to rob people a few meters from the police station!. Robbery and rape are very common!.
I don't go there for holiday anymore!. Tourists like me are the number one target!.

The political leaders are busy playing political games to win votes, so they don't really care!. Many oridinary people are afraid of getting themselves into trouble!. That is why the bad guys become bolder!.Www@QuestionHome@Com

Now to answer this question Thoreau-ly (ha ha lame pun) you need to specify legal justice, or Justice as an idea, Like virtue justice and Rawlsian Justice!. I don't think there is legal justice!. However in a philosophical hypothetical subjective sense I think there is!.Www@QuestionHome@Com
