When you look good you carry yourself with more confidence and you may radiate a more welcoming energy!. You smile more and people respond to that!.
Think about yourself, the times you look really good, everything just worked that day!. You hold your head up a little more and make more eye contact!. Now think about when you are in your grubs, your skin is gross and the hair is a mess!. All you can think about is getting in and out without anyone recognizing you!. You send out, stay away vibes!. You don't want to be seen!. You avoid eye contact!.

Yes, this is because you become "visible or outstanding" that people can not resist noticing you!.
However some people only want to be identified with nice people and some others who feel that you are of their level will also want to communicate with those of their "level" like you !.
In short, we always look for the pleasantness in people that is why someone would rather ask for help from a well dressed person than from a shabbily dressed person(miss taken identity)!.More over the well dressed may be a thief!.
