It isnt an age thing
maturity is based on what the person has in their heads rather less than what they look to be on the outside!.
but 'age' does narrow down the years which we treat our humans to be mature rather than just treating them like humans

for instance,
the female human body is sexually mature at like 12 ome time sooner, but because of our culture that is too young for her to have sex, why!?
because you havent taught them good enough yet to let them go out and do it on their own!. stead amerikans throw kids in institutions and other governing and mentally building/destroying social structure where they cant become they, they are kids, and are limited to that cause for some reason, people dont think people can keep up with their own biology
it is only us man, we want to blame every thing else

There is so certain age of maturity!. Everyone matures and acts differently!. For example a 15 year old that respects people for who they are and acts their age is mature!. A 25 year old that makes a fool of themselves or acts immaturely is obviously not as mature as the 15 year old!.Www@QuestionHome@Com

i think a person is mature when they can tell the difference between what is good and evil!. when they can make the right choices in their life!. and if they do make mistakes, learning to accept the knowledge and not repeating the mistake!.Www@QuestionHome@Com
