Yes, the concept which represents all concepts (universal) is a universal if universals exist metaphyisically.

You need to be more description as to what problem you are trying to solve. You question is similar to asking the question, "is red the same as red?"

This is not philosophy. This is seeing how absurd you can be.

Actually, it is not a universal because it is specific to all things they each have a universality all their own. The universals in specifics are universal to all the items in that particular genus.

But "universal" is a specific quality found in all specifics, and therefore is specific itself.
