Question:wonder why there are supposed "problems" with projects.

I'm not Australian, but i think this is a global process.

There is a tendency to focus on qualities which are either irrelevant but required for accountability purposes or which can be acquired in a short period of time but happen not to have been acquired. Since everything has to be qualifiable and accountable, potential employers miss candidates who would actually be good at their jobs. They're too concerned with box-ticking.

The other thing is that whereas previously the public sector had a different, not necessarily positive but different, ethos than the private, and for that matter different employers in the private sector also had different cultures, homogenisation by management theory and consultancy has led to the adoption of practices which are inappropriate in different working environments, resulting, for example, in the adoption of antisocial employees, who would probably increase profits in some companies, in organisations intended to perform a public service.

Sounds like you got your plate pretty full too.I hope you get it all worked out ..
