Hahaha....Please never return to the philosophy section of Yahoo! Answers. These questions aren't as "witty" as one may think; in fact, there simply annoying.

Higher learning means that the person continued their education and either went to a University or Law School or studied Real Estate and Title Research. There are now all kinds of higher learning in computers and people who know how to build or repair computers. There are the computer tech help people we call when we cannot connect to the internet. Nowadays there are many different types of higher learning. I doubt these people can keep and maintain a job under the influence. It takes a lot of focus and concentration to maintain these jobs.
