Eternal laws were things established by God. Things like the laws of nature and of morality. They never changed, were universally applicable and where as far as he was concerned pretty instinctively accessible.

Temporal laws, made by men, were far less ideal. They would come and go, often applied to things having little relative importance, and could even be completely wrongheaded and wicked. To quote:

"In temporal laws nothing is righteous nor lawful, but that the people have derived to themselves out of the Law Eternal."
