Logical positivist approach science by what can be observed. What cant be observed is considered meaningless. The verifiable theory of meaning is the theory that knowledge can only be meaningful if it is observed. I do not know what you mean by modify. The theory has fallen out of favor due to problems such as unverifiable theories. For example if you believe all crows are black to verify that you must find all crows that will ever exist.
