The distinction is one between presence and absence of belief. Let us consider the tooth fairy as an example.

If one believes or does not believe in the tooth fairy, you have a belief, it is present in your words. Therefore both ‘I do not believe in the tooth fairy’ and ‘I believe in the tooth fairy’ are statements of belief.

However, if I were to say, ‘I lack belief in the toothfairy’ I am not stating my belief (in her existence or non-existence) but rather stating the absence of my belief.

this is about perspective. if the first person is in a position of belief, and the second person is in a position of non belief, then according to the first person, the second person lacks belief.

not necessarily a bad thing to lack belief. i lack lots of it :)

Yes, you can be without belief, i.e. an a-theist, or atheist.

You can from past experience predict the sky is blue, without believing the sky is blue. Belief is a very specific thing in some cercumstances, you should define exactly what you mean by believe.

I lack belief in everything. I lack belief in God, I lack belief in what we've been told is history, I lack belief in nearly every aspect of life.

I lack belief because I wasn't there to see the Bible written, I haven't seen God, I didn't witness how the Revolutionary War unfolded, all I truely and honestly know is what I've experienced in my 17 years of life. Anyone who can say they know something otherwise is just assumption on their part, nothing more. No one can know what is out of their own ability to know, and if you didn't exist yet, there is no true way of knowing what happened.

I question everything. My belief is the lack of belief of everything else. I believe in nothing, because I don't think I'd ever get it right to begin with.

yes, you can be a Christian, and not believe some of the teachings, so most people would consider you lacking belief in Christianity. you can also just flat out not believe. that would be non-belief.
