Do you mean so that they are all the same size? Or that you cover the most area? Can they be different sizes?

You could make a TARGET if they can go into each other as well. But if not then one large on in the middle and 4 small ones around it?

I feel like the question needs more information. Unless its a trick question and the answer is: "By placing them inside." :p

your question is quite tricky but if the small circles are all of the same size, you can put 1 small circle in the middle of the large circle and put the rest four to surround the 1 in the middle inside the large circle.
