Actually of the three Buddhist branches Tibetan buddhism is the most dogmatic/theistic, Theravada Buddhism is almost strictly philisophical and the branch that I would say most strongly encourages free thought, as it is basically strictly the teachings of the Buddha, before all of the theistic and cultural traditions were added in, and one thing the Buddha always strongly advised against was just taking his words in and claiming them as one's own without trying them and studying them in their life to find if they are true or not.

just off the top of my head I would say yes. I haven't been keeping up with them lately. :)

It seems to me that the Mahayana Buddhists are the most philosophical.

I always thought it was the senior lamas that did all of the philosophising while the rest passed on their wisdom.
I don't know enough about Buddhism to go any further.
