As humans I would say yes we are. Human beings create a lot of errors and are very self-destructive. We ask for trouble when we are too much at peace. It is human nature to build what we destroy.

Is the country angering a lot of dangerous enemies? I would say that we are. On a personal level we can always get into trouble just leaving the house so we just have to get used to chance in our lives.
