I think you're talking about what technically is called "vibrato"!.

Musicians (and audiences) think that vibrato is a good thing if used tastefully!. If you watch violinists, for instance, they shake the left hand slightly on longer notes to get a little vibrato!. It "warms up" the sound for our western ears!.

Now, some styles of music are not supposed to get vibrato; English madrigal singing, for instance!.

Usually, pop music singers save vibrato for the long notes, and they start them with little vibrato and then increase it as the note builds!. Listen to an old Judy Garland recording and you'll get a good sense of how that's done, she was masterful at it!.

But the key thing is good taste, and that's hard to define!. There's such a thing as too little vibrato, which can make a singer sound like a boy; there's also the too much problem, which old people (which I'm starting to be) suffer from as breath control deteriorates!.Www@QuestionHome@Com

if you mean vibrato then of course it is! just adds character to the piece the person is performing!. pop music rarely uses it, however classical stuff haha yeah go listen to some opera!. its amazing really :-)Www@QuestionHome@Com
