I'm sure you're heard it before, but it's really just practise!!! It's a bit like going to the gym. Don't forget, your tongue is a muscle, so it needs to be constantly exercised. If you don't exercise it one day, it's going to erase some of the work you did the previous day.

What I do is get the metronome out, then pick 1 note, lets say low C, then in 4/4 time, play a really short C on beats 1 and 3, then in the next bar on beats 1 2 3 and 4, then as eighth notes in the next bar, then as triplet eighth notes in the next bar, then as sixteenth notes in the next bar, then as sextuplets in the last bar. You can repeat this exercise on loads of different notes, then you can gradually increase your tempo on the metronome.

Another one you can do is, play all your scales as staccato eighth notes, then as staccato sixteenth notes, only playing each note twice, then as sixteenth notes playing each note once. This is a good one cos you get in your scales practise at the same time. Kill two birds with the one stone!!!

That has been an age old problem. The best thing you can do is speed up your air and use less tongue on the reed. Try to use more of a tee syllable while tonguing for less tongue and making the inside of the mouth smaller. When the inside of your mouth is smaller your air naturally speeds up.
