Question:Phantom all the way. The story is way deeper.
I highly recommend the book "The Phantom" by Susan Kay it's a believable, in depth look (fiction) at the phantoms life from birth through to what is the ending of the actual musical. It's very well written and just gives you WAY more apprecition for the actual Phantom himself, and totally improves the musical. I've always loved the musical but after I read this book it made even more sense to me and you understand all the characters more and it just makes the whole musical just... wow. Super amazing.
Have you ever seen the musical live? MUCH better than the movie, trust me. I cried like, the entire time.

Sweeney Todd was pretty good though. Pretty good music and you can't go wrong with casting Johnny Depp (although I didn't think this was one of his better performances but nice to see him singing and trying something different, as usual!) Love the song Johanna and Not While I'm Around.

Phantom of the Opera is more classic and has (in my opinion) much better music.

Phantom of the Opera is more of a lovers music with a guy who is scared to show his face and falls in love with a beautiful girl who looks beyond his hideous looks. Sweeney Todd has more of a classical elegance to it, about a pyscho barber who kills his customers and any others that destroy his fun.

Phantom of The Opera
It has more of a plot outline, and more of a fantasy aspect. It has a good mixture of romance and drama, to create an all around incredible story.

You're comparing apples and oranges.

As much as Sondheim denies it, Sweeney Todd is an opera... even though most of the productions are done by musical theatre companies. ST is a mashup of Grand Guignol, the frenzied strings of film composer Bernard Hermann, and music from the Latin Mass, whereas Phantom unabashedly draws from and celebrates the musical theatre tradition.
