Question:I have a song the has four bars rest and i wondering to tell when i have to come in can i look over at my accponyists to tell when i need to come in or do i have to memorize when to come in?
i need answers people S and E a week from tomorrow?

You can't look over your accompanists shoulder, it is unprofessional and demonstrates to the judges that you don't know your music. You should learn those 4 bars of music and know what the accompanists is playing. Counting out 4 measure is helpful as well. when you practice and get to that section, count out 4 bars at your performance tempo so you learn how long the break is and when to come in. Even better is to learn the part so you know what it sounds like and use it as a cue to come in.
