You don't say where you are located, but you definitely want to purchase your piping instruments from a bagpiping-specific shop. Most practice chanters you see on eBay and folk instrument shops are make in Pakistan and can often be non-functional. Sometimes you can find good used practice chanters, but the trick as a beginner is knowing what is good and what isn't.

You may want to check with your instructor before buying a practice chanter and definitely prior to purchasing a set of bagpipes. Buying bagpipes can be a minefield of inferior instruments.
