everybody progresses at different levels
if you're confident you've been trying as hard as you can/want to.......then be happy about where you are
comparing yourself to other people won't do you any good.

I have a 24 year old friend who started playing Rock Band at the same time as his 12 year old nephew
the 12 year old is quite a bit better than he is after a few months

some people just pick things up faster than others

I've PLINKED on and off for more than 40 years, and no offense to you, but I personally would be offended if there existed a LEVELS chart, anywhere on the planet.

Beyond the fact that you're confused, you omit stating what you play,,,GENRE,,, and what acceptance, or rejection you might have experienced from any peers or audiences, that might better define WHERE you are, in and after 4 years.

Since I so enjoy music, and would more enjoy being a prodigy, I am also realistic. I am basically OK with chords, but to RIFF anything, or try to develop and speed, I'd probably be rated at the low end.

I suspect you might ask peers who can actually witness a skill/talent level, and no offense, but not MOM or Aunt Marion, who might say "OMG that was wonderful." In fact I have a funny. "IF you can irritate a parent while wailing on a guitar, you're probably Rock Band material, LOL."

Improving by practicing isn't a set in stone law either, though certainly it can help. Covering favorite guitarists and their Solo time might add some level of skill, not the Video game Guitar hero, LOL, no offense, AND FINDING your "niche"; being comfortable in a genre and style, and working at it.

Many years ago I was in a Country/Rock band, we thought Nashville was the place to be. As we found out, no less than 10,000 other Guitar players had the same thought, and we all just HUNG out in Printers Alley.

Just my 2 "sense"

Honestly, I don't think there is a guitar level. It all matters how you play.

You should be either a high level 3 or going into level 4 as an advanced intermediate.
