It's generally just a saying but his reasoning might be legit. I really don't know. However, do I agree? Yes because musicians might get high off of music just as a very happy-go-lucky person could get high off of life. Basically you are just "high" because you absolutely LOVE the sensation of what you're hearing coming out of the amp.

Although...getting "high" is (to my knowledge) what happens when drugs take over your senses and it gives you either a rush or suppression of certain feelings which is referred to as a high. Guitars do not contain chemicals that can alter senses, so...I suppose I agree, as well as, disagree with this quote.

"And if you don't believe drugs have done good things for us, do me a favor. Go home tonight. Take all your albums, all your tapes and all your CDs and burn them. 'Cause you know what, the musicians that made all that great music that's enhanced your lives throughout the years … rrreal f***ing high on drugs. The Beatles were so f***ing high they let Ringo sing a few tunes."
-Bill Hicks

...and I agree.

Only a guitar player understands this truth.

I do. It's really my life right there. I'm a muscian and music is my drug, my love, and my friend.

While musicians certainly don't "need" drugs to perform, many of them have and do use drugs, while performing or not. I don't think that using drugs adds anything, but often, the users think that they do. The Beatles were already great musicians and very creative songwriters BEFORE they used drugs. Unfortunately, drugs are very widely available, especially to celebrities who have the money and the minions to get the drugs.

Music, both as a listener and a player, can act as a kind of drug. So in a way, the quote you reference is valid.
