Panic at the disco's new album is pretty relaxing. Its mostly violins guitars, old fashion piano, and some orcistra music, alot differnt from their first album.
Some other artists that aren't exactly the discription you had but are pretty close are: Lily Allen, Kate Nash, (some) Motion City Soundtrack, PlayRadioPlay (really relaxing not really popish), Postal Service, Yael Naiim, The Weppies, The Peirces, and Billy Joel
Then there are some songs by bands that aren't usually relaxing but some songs are:
Walk In the Sun - Mcfly, Danny Says - Ramones, Is That Love - Squeeze, Stop and Stare - OneRepublic, and (if you like songs with no words) Jessica - Allman Brothers.
