it depends on your talent actually. some people are just naturally talented some aren't, and therefore have to work harder.
it also depends on the type of music you want to play. if you want to play like jimi hendrix, it'll take you sooooo many years to be able to do that (if you're just starting to play guitar now). but if you want to play simple pop acoustic songs... it'll probably take you about 2 weeks to master it. you just have to remember few basic chords.

it depends on your practice habits. try using pentatonic scales to increase speed, also this will help your soloing.

Just as a note, playing like Jimi Hendrix isn't too hard. He was a brilliant musician who revolutionized the world of music, but his actual technique wasn't too difficult to play.

But to answer your question: It really does depend how naturally talented you are, how much time you spend practicing, and how good your teacher/method of learning is. You want to get really good really quick? Practice for at least an hour a day and take lessons twice weekly from two different well known and highly regarded instructors, as well as pursuing knowledge of the instrument on your own.

Try practicing scales!

It might be boring but its really helps you with your speed.

It really just depends on how dedicated you are to it. I've been playing for almost four years but since i practice around 4 hours a day, i'm pretty fast.
