There are several different types of capo.

The cheapest ones are a piece of elastic with eyelets in it, and a steel rod covered with plastic fitted into two of those holes. With this one, you position the plastic-on-steel rod on the neck where you want to capo, making certain that no loose edges of the elastic are folded onto the strings, then you pull the long piece of elastic around the neck and hook it to the steel peg that's sticking up there,

The kind I like are like a clamp. With these, you squeeze the clamp open, you carefully position the rubber or plastic arm on the strings where you want to capo, and then you release the clamp so that it squeezes the neck.

The third kind is like previous responder described--you have an arm that clips and unclips over a U-shaped bracket with a wing-screw coming through its back. You unclip, position that arm on the strings, re-clip with the neck inside of the constraption, and then turn that wing-screw until it's tightened up on the neck enough to hold strings down properly (but not TOO hard or you can damage the neck).

In the same way as you would on ANY guitar - unclip the capo, position it over the fret you want, and clip it back together!

the way you fasten it depends on the kind of capo, but basically you want to position it just behind the metal fret divider, on the fret you want, and make sure it's tight enough for all 6 (or 12) strings to be pressed down cleanly.
