In marching percussion (&concert percussion to a lesser degree) it makes sense to go from cymbals to bass drum to tenor drum/timpani to snare drum.

when it comes to other (wind & brass) instruments,...learn one then add others of the same family makes some sense.
(thats how i did it).

there are a few instruments that i am reluctant to start beginners on due to issues of control (bassoon, oboe, french horn)
