Clip a tiny bit off the top and it makes the reed feel harder.

Buy a new one. Generally, reeds only get softer.

I'm not really sure why you would want your clarinet reed harder, anyway:

Let it dry out in cool/cold air. Don't leave it out in humid or warm air, especially if it has already been used.

Or, of course, you could just buy a new and thicker reed.

Get a new one.
