check out CalStateFullerton ( not exactly LA). Their department used to be top drawer, and not so expensive. If money is no object, then USC or Cal Institute of the Arts for Los Angeles area. If you need to go further afield but stay in CA, then Stanford, UC Berkeley, and CalStateSanFrancisco.
( Not so sure about the last one, since it's been a long time that I went to college)
If you want just isnging lessons, there are hundreds of people around that teach. Weeding out the bad from the good will take you some time. Check out the community that you are in- most of the CalState colleges will be able to give recommendations.
