The RP-250 doesn't "charge" - it always has to be connected to the power supply - it doesn't take batteries either. Always use the included power supply - another type can fry it.

Guitar pedals are fairly disposable, if its charged and not working its probably finished.Oh yeah...always check to make sure the plugs are in the right jacks.
And double Oh yeah-Check the knobs on your axe also some times they are turned down.

I have a digitech pedal too and it doesn't take batteries. (RPX400) It is powered by the power supply. There is no on/off button so you have to unplug it when you are done to turn it off.

Try reading the manual for your pedal. It will help you get more out of it. Also the digitech web site has forums to ask questions about it. You may want to check that out.
