The good name brands are

1. Yamaha
2. DDrum
3. Tama
4. Ludwig
5. Porkpie

You've got 2 good choices here. You want to save the rest of your cash for ther rest of the pieces of the drum kit too.

1. DDRUM 7" X 13" Dominion ash snare for $160
2. Tama Artwood 8" x 14" maple snare for $250

Good luck

I personally think you should start with bells to get accustomed to reading notes, music, rhythms, and build coordination before you begin snare and learning rudiments.

If you can only spend $300 max on a snare drum, get a practice pad. You won't find a good one under that price range unless you want a used one. That way you can still hear it, the rebound is similar, and you don't annoy your parents.

Edit:
Even with experience, I suggest a bell kit so you can get accustomed to the coordination.

Mapex snare are extremely crisp and top quality . $200 should buy you one on special.
