I believe that the cello is easier to learn. Tuning it can be a little more difficult than tuning a viola, but since you have no experience tuning it shouldn't matter too much. The hand position for the cello is simpler and the playing position is (personally) more comfortable. For me, I can hear when a note is flat or sharp on the cello better than if I heard that note out of tune on a viola. I hope you learn how to play the cello! Go with what you like the best, though. =)

There are difficult parts to both instruments. The cello tends to be harder to keep in tune because of the large whole steps. Cellos also tend to shift a lot. The viola on the other hand, is akward to hold because it is technically portruding from the body. The whole steps and half steps are slightly closer. I would choose the instrument that you like the sound of the best. You can always switch instruments.

I play alot of instruments, and I think cello is a bit easier, but it really depends on you and your teacher. If you aren't sure that you have perfect pitch, then I suggest investing in an electronic tuner so that you can tune the instrument properly when you play it.

Viola is cheaper (the instrument is, comparatively), but you should follow your heart in this matter. I don't think it's accurate to say one is harder or easier than the other. Perhaps the cello takes more physical strength.
