Criticism can be valuable, but know your stuff and be aware of your tone before sharing your opinions. Music lover's opinions are as valid, and sometimes more valid, than music maker's. Good luck!

I don't think so. You can learn the finer points of ANY art without being an artist.

Yes. How can you judge someone else's voice without knowing what it is supposed to sound like, or being able to show them?

I think it's necessary, but not everyone does. But, how can you expect to have your critiques be respected if you don't know anything about the art--performance, music, techniques, etc.?

You don't have to know how to sing to know when someone else cant!

No. Vocalists, often do not make the best vocal critic.
A good vocal critic needs to understand how a voice works and how to improve a voice.

I personally think so.
To me, it's like getting parenting advice from someone who doesn't have children.
