Richard Miller says in his book about starting singing lessons "as soon as the child has an interest". In a way, I kind of agree, because once she has a strong interest in it, there's no way you can stop her from singing, no matter whether she's singing correctly or not, or whether she's harming her voice through incorrect techniques. So might as well let her learn the right way from the start. But few vocal teachers actually specialize in children's voices, so you'd want to look carefully. My teacher has a 10-year-old student and he's amazing, but she also teaches me as well as adults. Don't ruin your daughter's voice by putting her in a studio who's working her voice like a 25 year old if she isn't. Most classical teachers train young adults - i.e. from 14 years onwards (in girls). I asked a similar question before, it might be useful for you to take a look. Though I've to mention that even at my age, my voice hasn't matured yet and will continue to mature for 20 more years.

Hope that helps! Singing is a really joyful experience if she enjoys it - so once you've found the right teacher, go ahead. Her voice will change during puberty (if she hasn't gone through it already), so that's another reason to tread carefully, as harmful instruction can ruin a voice for life. It's usually not the case for other instruments (you don't see many students who ruined their fingers from bad piano instruction, for example, but look at how many child singers stopped singing before 20).

I always tell people that there are no age limits to music. Anyone and everyone can participate. My mom is a chorus director and she used to teach band as well, but she worked with Musicgarten, and Kindermusik (which are music programs for children form infants to 5 year olds) and she started me as soon as I was born. No lie. She probably sang to me right after I was born and was teaching me to sing as soon as I could talk. The younger the better. Music is so wonderful and we should spread the joy to all of our kids, no matter what age!!! Good luck!!! =D

She must first learn music--theory, internalizing pitches, and the like. It's not as daunting as it sounds--any music class will do this (if the teacher is good).
As a music teacher, I've learned so many methods to teach children music--ie Kodaly, Dalcroze--and have had so much great response from children when teaching them.
Children are less inhibited from learned social constraints about music. They are most receptive at young ages, so IF SHE ENJOYS IT, let her do it!
Don't force her to be a singer, otherwise she won't appreciate music. I would hire a private teacher or make sure she's enrolled in a music course when she goes to school. Good music teachers will know the best ways to teach small children--through games, mimicry, listening, etc. You'll be so surprised at what she'll pick up after the first few lessons.
