If you're lucky enough still to be a student, your school or college can probably provide you with musical instruction and little to no cost, and perhaps even loan you the instruments.

If you live anywhere near a college or university with a significant number of music performance students, you can often get quite talented instruction for $15 - $20 an hour from starving college kids. Private lessons really add more value once you're already somewhat proficient with your instrument, so if you can take group lessons or join an ensemble of beginning students (at least for violin and clarinet), that would probably be your most cost-efficient choice.

For all of the above instruments, it will generally take about three to five years of playing daily before people will tolerate your playing in public -- although our society is considerably more lenient with guitarists.

It depends on what you want to utilize. Are you looking for costs that include taking a band class, private lessons, or self-teaching?
Secondly, purchasing these instruments vary quite largely in price. Different brands and instrument qualities will alter the price, so an average cost is difficult to estime.

you need to check your spelling?...or is it "Bable fish" on the sherry again?...

I am a violin teacher in the Orlando area, and can tell you that to get lessons from a professional in this area you will pay between $30 and $50 per hour (or more). Generally you can find teachers for piano or guitar for $5 to $10 less per hour, although your more experienced teachers will tend to charge more. I am not sure about clarinet.
