Suppose X is then posted to head office to transfer the technology to a new system being developed.
Meanwhile back at his old workplace people are feverishly doctoring the system he developed.
Versions of the new system are produced.
X pleads with his old workplace to run tests on the new system.
X is ignored.
The new system is released for use at sea, with major faults.
Then you find out X had a rival Y in head office.
Y's sole purpose would have been to deny X any special acclaim.

In your example, the problem is not the size of the project, but the office politics.

Depending on whetehr the company has government regulations that apply, it does not matter if they are not doing proper testing ... all the top executives will soon be going to jail ... not X, not the supervisor politics persons, but the CEO CFO ... the people who are in charge of this nonsense.

Not a viable scenario.
